The way a bill becomes a law is first a member of Congress must introduce the bill. They think long and hard about the bill and talk to other congressmen to put things in the bill that the other congressmen would want to pass. On the side they can negotiate what they want to put in the bill and what they are willing to put in the bill respectively.Then it must be sent to the clerk of the Senate or House who gives it a number or title to name the bill. Next the bill goes to the appropriate committee which is determined by the appropriations committee. They have a meeting talking about what committee would have the most information about the bill and would understand the impact of the bill. Next the committee puts it under review. They spend days, weeks if not months talking about the bill. They talk about every little part of it and how the bill would be applied anhw it would become a bil and if it would be good for the people.The committee may reject the bill and “table” it meaning it is never discussed again. Or it may hold hearings to listen to facts and opinions, make changes in the ball and cast votes. This is used to find out more information about the bill and make informed decisions on the bill that they are trying to pass. If most committee members vote in favor of the bill, it is sent back to the Senate and the House for debate. The debates talk long and hard about the bill and about the pros and cons of them. While this is going on the Senate and the House of Representatives debate the bill, offer amendments and cast votes. If the bill is defeated in either the Senate or the Hose, the bill des. If the pass the same bill, but with different amendments the bill goes to a conference committee made up of members of Congress. The conference committee works out differences between the two versions of the bill. The bill the goes before all of Congress for a vote. If a majority of both the Senate and the House of Representatives votes for the bill, it goes to the Governor for approval. If the Governor approves the bill and signs it, the bill becomes a law. However, if the Governor disapproves, they can veto the bill by refusing to sign it. Congress can try to overrule the veto. If both the Senate and the House of Representatives pass the bill by a two-thirds majority, the Governor’s veto is overruled and the bill becomes a law if not then the bill dies. This is a very long process that the government uses to pass bills and make laws. However, it is very effective because it allows all the members of Congress to have all the information that they need in order to make the right decisions that would benefit their community.
